Voicemail saying my payment arrangement was not fulfilled

Someone called my work phone and my cell phone today and left a voicemail. It said my payment arrangement was not fulfilled and my account has been moved into immediate escalated status. The message said the account is being prepared for the next stage of internal review and once that starts it becomes significantly harder to resolve. It said I must call right away between 9 and 6 Eastern and ask for Jason Mitchell or any representative in the account resolution department. It also said delays will only allow the escalation to continue. There was an index reference number MNE637780.

This same thing happened about a month ago. They called my work and my cell phone. They even called my brother in law's phone.

I have no idea who these people are or what account they are talking about.
