QR code pants order never showed up

I ordered eight pairs of pants for $24 after scanning a QR code that popped up while I was watching a show on Youtube. It seemed like a good deal at the time. I should have known it was too good to be true.

A month later I finally got an email saying the item was shipped and delivered, but it wasn't. I've been trying to contact them and get no reply. The website is in another language so I can't even figure out how to do anything. Just stuck with no pants and no money back.
