Ordered an atlas and got a blurry PDF

I ordered an atlas and when it came it was just a PDF file. Not even a good one. The quality was really poor, like it was scanned wrong or something. I tried to get my money back and they just won't do it.

I paid for this and got nothing useful. Just a link to a file that's hard to even read. They didn't even give me a real address or anything, just said they're in California. No phone number, no website that works. I'm just stuck with this bad PDF and no refund.
