Ordered shorts from Bomre and they don't fit

I ordered a pack of 5 shorts from Bomre. When they finally came in, the sizes were way off. Like, not even close to what I ordered. I tried to get a hold of someone about it and I've called their customer service 6 times now. Just keep getting voicemail and nobody calls me back.

Their return policy says 30 days from when you get the order, but what's the point if they won't answer the phone? I'm out $68 and stuck with shorts that don't fit. Seems pretty scammy to me. Their website is bomre.com and they're supposed to be at 99 Wall Street in New York. Not sure that's even a real address at this point.
