Ordered shirts that never came and no refund

I ordered some shirts from this person and they never showed up. That was almost 4 months ago now. I've tried to get my money back but they won't refund me. It's only $24.39 but it's the principle.

I tried contacting them at 1(901) 848-2468 and also emailed [email protected]. No luck getting anywhere with it. The shirts can't be sent apparently and they still won't give me my money back. Just want what I paid for or a refund at this point.
