Text saying I owe DC government money

Got a text on my personal phone saying Boulware, Harris & Harris collects for The Government of Washington DC. It said my balance was $240 and to pay through their link or call them.

The link was hhcollect.co/31NNQtg and the number was (855) 319-7310. I don't even know what this is for. I never got anything in the mail about it before this text.

The address they listed was Washington D.C., DC, USA. I'm not sure if this is real or not. It just felt strange getting a random text like that about money I wasn't expecting to owe.
