Call saying they can lower my rate on a loan I never asked for

Got a call from this guy Brian Thompson saying he’s reviewing my loan case. I never applied for any loan. He said there’s new rules and rates and he can get me a lower interest rate for borrowing $38,000.

I told him I didn’t ask for that. He kept pushing and said to call back at 844-502-3262 to take the offer. Also gave me another number 866-666-1344. I never asked for any of this. Just weird.
