Paid for dentures and got charged extra without permission

I ordered dentures from this company and paid through PayPal. They also somehow got my bank account charged $39.00 that I never approved. That part didn't make any sense to me.

I did get a refund from PayPal for the order, but that $39.00 charge is still on my bank account. The company's email is [email protected] and their address is 15344 s. Conduit ave, Jamaica, NY 11434. I'm just out that money now.
