Call saying I owe money with a case number

Got a call from this number (740) 562-2140. The guy said his name was Cecil and he was following up on some complaint about me. Gave me a case number 237-06026 and said documents were being prepared to be sent out. Said I need to be available to sign for it and if they can't get me at home they'll try my job.

Then he said to call 951-277-6043 to stop further action. Said the call was being recorded as proof they tried to notify me. That part really got me because I never got anything in writing from anyone.

What really bothers me is they called two of my kids too, leaving the same message about me. My kids were scared something was wrong. I don't owe any debt that I know of. I didn't lose any money but this feels like some kind of debt collection scam trying to scare me into calling back.
