Shorts for my kid never showed up and they blame my bank

I ordered shorts for my kid from this seller on facebook. They said it was delivered but I never got anything. I emailed them multiple times and they just send back a generated email saying it's my bank's fault that I didn't get my refund. Lost $32.54 on this.
