Voicemail about a property investigation and case number

I got a voicemail from a woman named Layla saying she was calling from something called the civil service division. She said it was about a case number 26007280 and a property investigation at my home address. She said this was a final notice.

She said two attempts were going to be made to serve me with a notice of action. She told me to call a legal office at 855-512-1030. She said if I didn't contact them right away there would be further legal actions taken against me and my property without my knowledge or consent.

The number she left the voicemail from was (562) 202-6913. She said I had been notified. It felt like a scare tactic and I don't know who these people are.
