IQ test charged me $39.99 after I paid the 99 cents

I did one of those online IQ tests. It said pay 99 cents to see your results, so I did. That seemed fine at the time. Then a few days later I look at my bank statement and there's a charge for $39.99 from Cognius.com. I never agreed to any of that, just the 99 cents.

I am so mad about this. I tried calling the number they have, (202) 990-9615, but you can't get through to anyone. It just rings or something. They are in MA. I feel totally taken advantage of. I never signed up for a subscription or anything. This is just wrong.
