Caller saying I won $2500 wanted $500 upfront

This guy called me saying I won $2500 from PCH. He wanted me to pay $500 of it first. I told him I only had $50. Then he wanted me to charge the rest on a credit card. I told him I only had $65 left on the card and it was going to the water bill.

He started quoting scripture, saying how I would be blessed. He even sent me a picture of someone's driver's license. The phone number was (774) 203-9915 and the email was [email protected]. There was an address too, 911 Floyd Ave, Rome, NY 13440. I didn't pay anything.
