Form CF1003 asking for $136.22 for LLC filing

I got this form in the mail called "Corporate Existence and Transparency Reporting" form # CF1003. It says I owe $136.22 USD for filing of an LLC. I don't remember signing up for anything like this or owing this money.

The address on it is Fairfax, VA 22030. It says if I don't pay there will be larger penalties. That part doesn't sit right with me. I have no idea who these people are or why they're sending me this.

I'm not paying it. Just wanted to put this out there so others know.
