Charged 29.99 after buying app for 3.99

I bought an app from Crplyr.com for 3.99. When I checked my bank account it showed up as a reoccurring charge when it was supposed to just be a one time payment.

Then 6 days later a 29.99 charge just popped up out of nowhere. I never agreed to that. I only wanted the app for 3.99 and now I'm getting hit with charges I didn't sign up for.
