Paid a deposit for an apartment and now they avoid me

I paid this person a deposit 9 months ago for an apartment. We met in person one time and everything seemed okay. After that I tried to meet again to see the place and he always has some excuse why it's not ready.

I've sent emails and tried calling the number (530) 355-7579 but no luck getting a straight answer. The website is avail.co/l/106543 and the address on the paperwork was P.O. BOX 991631 in Redding CA.

I'm out 2800 dollars and still don't have a place to live. I don't know what else to do at this point.
