Outdoor work left unfinished and contractor stopped answering

This guy says he runs an outdoor company and calls himself a general contractor. He subcontracts other people and from what I can tell he doesn't pay them when the job is done. My outdoor project is not finished and the quality is poor. He took my money for services that were never completed and now won't give me a refund.

At first he seemed nice and friendly, real pleasant to deal with. But when I started asking questions about the quality of the work, he got upset and just left. Just wanted to put this out there so others are careful. He seems charming but he's not honorable with his word or his work.
