Called to cancel my flight and got charged a penalty

I tried to call Delta to cancel my flight. They told me I had to pay a penalty first and then they would give me a flight credit. So I paid it. The number I called was 1(866) 377-0391. It ended up costing me $198.

Now I'm not sure this was even Delta I was talking to. I just wanted to cancel my flight and instead I'm out almost 200 bucks for a credit I'm not even sure is real. Nobody told me there would be a fee like that just to cancel.
