Robot call about Samantha Rey and a file number

I keep getting these robot calls on my phone from (346) 200-3274. It's a recording asking for Samantha Rey about a file number 5111 from some local department of documents, procedures and conduct. I don't know anyone named Samantha Rey and I have no idea what this is about.

The message says I didn't respond to a notice they mailed before. Then it threatens that if I don't respond they'll hand deliver documents to my home or my job, and that could be considered a failure to comply. It tells me to press 1 to talk to a live agent.

They also say if I have questions to call 877-474-7361. I never got any notice in the mail and I don't owe anything. This whole thing makes no sense and I just want the calls to stop.
