Call saying legal complaint filed but wouldn't give details

Got a call from this number (833) 863-6290. Guy said he was from the Department of Legal Services. He told me there was some kind of complaint filed against me but he couldn't say what it was about unless he came to my house and I signed for the paperwork.

He gave me a phone number and a claim number to call back. What really got me was he knew my whole address, including my apartment number. That felt off. I didn't give him anything and I didn't call the number back. Just seemed weird that a legal department would need to show up at my door to tell me what the complaint is.
