Phone call saying a sealed document was coming to my house

I got a call from this guy saying his name was James Owens, from the delivery department of document procedures. He said there was a sealed document scheduled to be delivered by an in person agent to Diana S Guzman, either to my home or my job. He gave a file number RB-623738.

He said if no contact was established it would be escalated and classified as a failure to comply. That part felt strange to me. Then he said all questions or concerns had to be addressed by the issuing office, and I could press one to be transferred to my file review manager. He also gave another number, 877-834-7928, and kept telling me to press one now.

The call came from (561) 270-8108 and the address shows Delray Beach, FL. I didn't press anything and I didn't lose any money, but the whole thing didn't make sense to me.
