Dress from Emma & Olivia boutique came two sizes too small

I ordered a dress from Emma & Olivia boutique and what showed up is not the dress I ordered. The size is also 2 full sizes smaller than what I asked for. Now I'm trying to return it and they gave me an address in China and told me to mail it there. But when I first looked at the website it said the business was in the United States.

So now I'm stuck with a dress I can't wear and the cost of mailing it to China would basically be the price of the item itself. Nothing about this dress is like what was shown on the website. This is a scam. Ugh!!!!!!!!
