Signed up for $2.95 resume help then charged $69.95

I signed up for Experteer to apply for a job. The site told me my resume was not good, though I doubt that now, and asked for $2.95 to "optimize" it.

Then some time later I was unexpectedly charged $69.95 on my debit card through PayPal. I didn't get any further products or services. I am unsure why the price increased so much, and if I'd known that I wouldn't have signed up at all.

I have now canceled the premium membership, but so far I have been unable to receive a refund.
