Shipping company keeps adding fees for my package

I ordered a package and this shipping company keeps adding on fees for me to be able to receive it. Every time they tell me it's the last fee but then after I pay they just ask for more money. I've already paid $250 at this point. Their number is (530) 235-6962 and their website is expresswaycargo.com. They're listed as being in Sacramento, CA. I just want my package but it feels like they're never going to stop asking for more.
