Paid a Facebook seller through friends and family and got blocked

I bought from this seller before. The shirt was late but it did show up, so I figured it was fine. This time the seller asked me to pay through PayPal or Venmo using friends and family, which means no purchase protection. I went along with it because they had delivered before.

Three months went by. No shirts, no refund. The seller kept promising a refund by the third week of September. I asked about it on 9/24 and they blocked me on Facebook.

I'm out $120. Their number is (740) 703-4720 and they're in Coshocton, OH.
