Email saying I won 3.5 million but need to pay first

I got an email from this David Allen guy at [email protected] saying I won 3.5 million dollars. He said it was from Publishers Clearing House or something like that. The email address had pch in it so I thought maybe it was real at first.

Then he tells me I need to pay a 350 dollar registration fee to something called FBCI before I can get the money. That made no sense to me. Why would I have to pay money to get money I already won?

The address he gave was in Frankfort, Ohio. I didn't send anything and I didn't lose any money but I wanted to report this so nobody else falls for it.
