Phone call about back taxes I don't owe

Got a call today from someone named Sarah David saying she was from the resolutions team at Fresh Start Tax Assistance Associates. She said she had a priority follow-up for the 17th about some unresolved filing issue and past due tax balance. Accumulated penalties, interest, collection correspondence, all that stuff.

She kept saying I needed to call her back at (771) 247-3321 so they could review my situation and explain options like payment arrangements or penalty relief. She said there was no obligation but kept pushing that I shouldn't put it off.

Thing is, I don't owe any back taxes. I've never heard of this company before and I'm not sure why they'd be calling me. Just felt off.
