Ordered lights missing a part and they won't give return address

I ordered some galaxie lights and when they came in, a part was missing. So I called them up, wanted to send them back and get my money back. We went back and forth for over a week, emails and stuff. She kept saying she would help but wouldn't give me a return address.

Finally she just said it would be very costly to send back because the warehouse is in China. But she never said she would send the missing part either. So I'm just stuck with these lights that don't work right and I'm out 75 bucks. The phone number I have for them is (443) 880-5291 and they're out of Hempstead, NY.
