Online order stuck and they keep asking for more money

I placed an order with this company and they asked me for money for a stamp insurance. Then once my shipment stopped at each place they asked for more money saying it was their protocol and that to receive the package I would have to pay a refundable fee.

I paid the fees they asked for until I was down to my last dollar. Once I told them I had no more money they stopped my shipment. They also claimed I would be getting a refund in 7 days. It's been almost a month and still nothing.

I even reached out to them this morning and they told me I would have to pay them $50 in order to get my refund of all the money I've spent.
