Repairman came in a car with no uniform or paperwork

A repairman came in a car, no uniform, had no paperwork to record pricing or anything. He took one look at the freezer and said it was broken and it would be around $600. I had mentioned there was ice under the baskets which he ignored. A neighbor came and removed the ice for me. The arm is not broken and the freezer is fine. I have not heard from this company. The parts were said to arrive in 3 to 4 days. Their ad is still up when you google "certified whirlpool repair service".
