Shorts order from Gusoen.com never showed up

I bought eight pairs of shorts from their website. It was a deal for different colors, like $30 and some change total. I paid for it and then just waited. Nothing came.

The tracking said it was delivered but it wasn't. I contacted them and they gave me a small partial refund. Then they told me to order another pair, so I did. Same thing happened again – tracking said delivered, but no shorts ever showed up.

Lost about $65 total on this. Their site is Gusoen.com.
