Job offer after one day and then they asked for money

I got approached about my resume for a data entry job. They sent me a link for employment information and a test link. The next day they said they came to a decision sooner rather than later and sent me an offer letter. In the offer letter it said I would need to pay for licensing and that an expense check would be written. The website is ischemixusa.com and the email was [email protected]. The address listed is Kalkofnsvegur 2, Reykjavik, Capital Region 101. I didn't lose any money but this whole thing felt off.
