Took $21,000 from my family member after Paradise fire

My family member lost everything when the town of Paradise burned down. She had $21,000 in cash left and this man who called himself John Authur (that's how he spelled it) talked her into giving him all of it. He said he worked for Publishers Clearing House and was going to enter her into sweepstakes with guaranteed winnings. First he said he lived in Florida, then he said he moved to Everett, WA.

After he took all the money, he referred her to a loan agency called World Finance Loan & Tax Services at 1904 North Date St. in Truth or Consequence, NM 87901. They said she provided income that verified she could make payments on a loan. But my family member told me she told them the loan was for someone else. They claimed they didn't know a scammer had sent her to them.

So now she's out the $21,000 and they're acting like they had no idea what was going on.
