Paid six months for a car never put in my name

I bought a car from this dealership and they never put it in my name or on my credit. I been paying him 550 every month for six months straight. First payment was 1000 and then six payments of 550 after that. He had insurance on the car in my name but the vehicle was not registered to me.

I got receipts and everything. I been paying insurance for a car that wasn't even mine on paper. He just kept taking my money and never putting it towards anything. The car got impounded and I can't get it out because it's not in my name. It got impounded the first time and I told him to go get it and put it in my name, but then it got impounded a second time and he still didn't do it.

Now the car has been sitting in the impound lot for 30 days and he won't go get it. I'm stuck paying for a car I can't even access.
