Mail about a denied credit card sent to my address

I got some mail here about a credit card application. It said the card was denied and there was some dispute info on it. But the thing is, the address on it was mine, 4684 Fair Ave Oakland, CA 94619, but the name was Lars Khaidarov. I don't know anyone by that name.

This person seems to be using my address to try and get credit cards. I think they might be trying to do some identity theft stuff. I never applied for anything like this. It's just weird and I wanted to report it so it's on record.
