Loan fees kept adding up and now no refund

I tried to get a $5,000 loan from Happen Bank/Lending Club. They told me there were fees and I paid $700 total in 3 payments. Then they came back asking for 20% of the $5,000 as a fourth fee. I even signed a contract with them.

When they asked for that fourth payment I told them I wanted my $700 back instead. They said a check would come in the mail in 7-10 days. That was a while ago and I still haven't gotten anything.

Is there any way to get my money back? I really need it.
