Paid for a job that was never finished or permitted

I paid Leroy McQueen $8,500 for a job that was supposed to be done under permit. He went inside and did a half job, put the wrong parts in my business, and never did the permits. Now he's not answering for weeks and he's held me up for 4 months on opening my business.

When I did talk to him he was laughing and asking me for more money, and he was very unprofessional using certain language with me. Then after 3 months of me trying to figure things out, some woman started calling me asking for money and pretending she was getting information for the permit that was given to him since June. That ended with her asking me for money too.

Now neither of them are taking my calls. His number is (973) 580-2848 and his email is [email protected].
