Swimsuit never arrived and refund still not sent

I ordered a swimsuit from lioraine.com and it never showed up. They told me they sent it twice. When I still didn't get it, they blamed the delivery company and said they could give me a 70% refund. I told them I wanted all my money back, 100%. They finally agreed to it but then never sent the refund. Now they are saying the bank is holding things up. Paid 40 bucks for nothing.
