Phone call about a file number I never heard of

Got a call from someone named Lori saying she works with LMS and they're subcontracted through the county. She left a message about file number 103-9833 and said there was a failed attempt to deliver some certified legal document to my residence.

She said this was my final notice to update my address or reschedule a formal complaint, and that I had 24 hours as a courtesy hold. Then she gave a number 877-811-7721 to call and mention the file number. The caller ID showed (216) 435-8395 and the address came back to Ravenna, OH.

I never got any paper in the mail about this. Never heard of LMS or this file number. It didn't make sense to me. I didn't call back because I don't know what this is about and I'm not giving anyone my info over the phone like that.
