Watch for diabetes never showed up and no refund

I ordered a watch back on July 16 to help manage my diabetes. I kept emailing the seller asking what was taking so long and they kept telling me it was on it's way. After 30 days I got tired of waiting and asked for a refund. They said no because I hadn't received it yet.

I told them I didn't need it anymore and would send it back since it took too long. I asked for the return address and info and have been getting the run around since. They keep offering me a percentage off and saying they suffered a loss. Seriously I just want all my money back and I will return their item. Nothing positive is happening and I am beyond livid at this point. Their email is [email protected] and the address they gave is 5903 11th Ave, Brooklyn, NY 11219. I paid 35 dollars for this.
