Monthly charges my mother never signed up for

My mother was getting charged a monthly subscription she didn't sign up for. It was $39.98 a month and I've tracked at least 6 months of it so far. I contacted mental impulse to stop the subscription. They say they are doing it but they won't give any refunds back.
