Ordered shorts from mimuy.com and now stuck in refund loop

I ordered a pair of shorts that were supposed to be on clearance. After a few weeks went by with nothing, I emailed them and got a tracking number. The tracking number is completely bogus. It says Tracy718 but when you put it in, it just buffers forever and then says unavailable.

I've emailed them probably 15 times now. They finally said they have to keep 15.99 because the logistics company won't refund them for it. But then they still won't give me back the other 10.00 either. It's just an endless loop of dead-end emails. I'm out 25.99 total and have nothing to show for it.
