Blouse from fake Talbots site was not what I ordered

I ordered a blouse from this site on July 17. It was supposed to be a Talbots blouse that was on sale for $39.99. The package arrived on Aug 1 and right away I could tell something was off. The fabric was all wrong. What I ordered was supposed to be 38% linen and 62% cotton but what showed up said 100% linen on the tag and it's clearly polyester. Also the blouse I picked had a pleat in the back and this one doesn't have it.

I emailed them at [email protected] and they said if I want a refund I have to pay $20 for postage myself. Or I could keep the blouse and they would give me a 15% coupon for next time. They also said they are not responsible for lost packages which makes no sense to me. I contacted Talbots directly and they told me this company is using their name without permission. It is not them.

I decided to just keep the blouse because I don't trust them to actually process a refund. They said it would take over a month anyway. Just want people to know about this bait and switch thing they are doing.
