Letter saying I have settled accounts with a bunch of banks

I got a letter in the mail from something calling itself a Negotiations Department. It says it has settled accounts with Bank of America, Citibank, JP Morgan Chase, Wells Fargo, American Express, Capital One, Discover, HSBC, Target, and GE Money. It said if I have an account with any of these or other lenders I might be entitled to a settlement of my outstanding balance.

There was also a part about failing to respond and making a minimum payment would likely result in interest accruing on my unsecured credit balances. The phone number on it was (443) 345-1025 and the address just said Baltimore, MD.

It doesn't look right to me. No real company name on it, just this Negotiations Department thing.
