Paid for a new roof and now he blocked my number

I paid this company $19,500 to install a new roof. It was supposed to be warrantied. The contractor told me he was licensed, had 15 years experience, and was fully insured.

The roof failed during a flash flood and caused catastrophic damage. He blocked my # and now he's taken down the website. I lost $16,000 total.
