Returned a too-small item and never got my money back

I ordered something from this website and it came way too small. Their site says full refund if you return within 30 days. So I tried to do that. But they came back saying they'd only give me 30% back. I said no, it's too small, that's not my fault.

I sent it back with USPS and it cost me $35. It took like 2 months for it to get through China customs. After that, they just stopped answering. It's been over 10 weeks now and no refund. They were responsive at first, but once the package cleared customs, nothing. I don't know what else to do.
