PayPal bill for 406.24 that I never authorized

I got a bill from PayPal for 406.24 saying I needed to pay it from my account. I didn't order anything or sign up for anything that would cost that much. It just showed up out of nowhere.

The thing is, it's tied to Norton identity theft somehow. Their website is Norton identity theft and the address on it says 2660 Monterey RD San Jose CA 9511 USA. I tried calling the phone number on the notice, (865) 299-9805, but it didn't feel right. No one really explained why I was being charged.

I didn't lose any money because I didn't pay it, but it's still stressful getting a PayPal request like that. I just want it known that this bill wasn't mine and I never agreed to it.
