Order never arrived but seller says it was delivered

I ordered something from Nourial.com and they gave me a shipping tracking number from SDH. The carrier said it was delivered to a post office PO Box. But my package was supposed to go to my home address, a physical address. So I went to the post office and they have no record of getting any package for me during that time.

When I pushed the seller for a USPS tracking number, the one they gave me wasn't even for me. The post office confirmed that number belonged to a different customer from a different sender. I think they might have reused a tracking number or something.

Bottom line is I never got my package, lost $59, and the seller won't give me a refund because the carrier claims delivery is complete.
