Letter about Certificate of Good Standing with Ohio seal on it

After I filed for a new business I started getting a bunch of mailings telling me to apply for a Certificate of Good Standing. One of them had a picture of the Ohio seal on it, but it's not the Secretary of State seal.

I went on the website and paid for the documents. Then I checked the State website and found out this information was free. I paid $225 for something I could have just gotten myself.

The address on it was 1985 W Henderson RD #2057, Columbus, OH 43220.
