Paid shipping for free shirts and never got them

I bought some tee shirts and hats from Outergoods.com and I did get those. Then they sent me an email saying I could get free shirts, I just had to pay for the shipping. So I did that back in February, paid the shipping costs for two shirts. That was like 20 bucks.

Anyway I never got the shirts. Not ever. I emailed them but no reply. I'm out the money and no shirts to show for it. Pretty frustrating.
